sabilidades individuais, organizacionais e governamentais.

Abstract
The increase in average life expectancy has led to changes in the social security system
and the labour market. Employability emerges as a key factor to be discussed from a multilevel
perspective (micro, meso and macro). The micro level addresses issues of survival and risk: health,
financial aspects, education and socio-family support that influence the willingness to retire. The
meso level presents the organisational conditions that affect the decision to continue working.
The macro level encompasses organisational and social norms, policies and practices relating to
retirement and early retirement. This study analyses the perceptions of 539 Portuguese workers
aged 50 and over on the predictors of employability, considering individual, organisational and
governmental responsibilities. The results revealed a multilevel interrelationship: at the micro
level, physical and mental health stand out; at the meso level, working conditions, values,
strategies and practices; at the macro level, public policies on health, work and employability.

cas governamentais e organizacionais (Palmore, 1990).

a flexibilidade organizacional, o reconhecimento profissional e o enquadramento fiscal e legal.
preditoras multinível, abrangendo as dimensões individual, organizacional e governamental
saúde física e mental, a estabilidade financeira e o apoio social e familiar (Brouhier et al., 2021;
As organizações
Henkens, 2020).
res, velhice e morte (Goulart & Camacho, 2014). Historicamente, a Segurança Social esteve frag-

66 anos e 9 meses (Portaria n.º 358/2024).
pantes portugueses.
Participantes
A amostra envolveu 539 trabalhadores portugueses.

madamente metade (44%) estava ligada a organizações públicas.

(micro - individual); “Para continuar no
As respostas
(micro, meso e macro).
utilizando-se o programa Statistical Package for Social Sciences (SPSS) versão 22.0.
favorecer a visibilidade e comunicabilidade do gráfico (Camargo & Justo, 2021).

pantes.
Quando convidados a completar a afirmação “Para continuar a trabalhar após a idade mínima
para a reforma, é necessário que eu [...]” (Nível Micro - Individual), as ocorrências Saúde e a Con-

maior frequência (183 ocorrências) e maior saliência visual, do qual partem ligações espessas (a
A continui-

(id354:”continuar capaz saúde criativo e aprendiz”) e “me sinta bem física e mental” (id340:”me
As concordâncias

peitem”, “necessidades”, “idade”, “reforma” e “continuar”, As (co)ocorrências constroem a figura

digno, menos carga e incentivos.

o mais velho e o independente – como sujeito que deve ser reconhecido, apoiado e protegido;
do trabalhador.

No nível
A saúde articula três campos: 1) o bem-estar subjetivo e a motivação necessárias
A saúde e o rendimento económico

trabalho e recuperação; segurança financeira e social; relações, inclusão e suporte social no tra-

PERCEIVED EMPLOYABILITY AMONG PORTUGUESE WORKERS
AGED 50 AND OVER

Abstract
The increase in average life expectancy has led to changes in the social security system and
the labour market. Employability emerges as a key factor to be discussed from a multilevel per-
spective (micro, meso and macro).
The results revealed a multilevel interrelationship: at the micro
level, physical and mental health stand out; at the meso level, working conditions, values, strate-
gies and practices; at the macro level, public policies on health, work and employability.

Introduction
The increase in the population’s average life expectancy has given rise to major societal chal-
lenges, with consequent changes across several spheres of society, including the labour market.
In this regard, pressure has been placed on social security systems, which are responsible for the
payment of old-age pensions (He et al., 2022), and many countries have struggled to adapt their
policies and economic structures to this new reality. This situation affects workers, retirees and
the institutions that seek to safeguard social and economic well-being, resulting in an urgent
need to extend the working lives of older workers (Blundell et al., 2026).
Although this is not a universal pattern, recent research indicates that workers who remain
active, even in retirement, report greater life satisfaction than those who have withdrawn
entirely from the labour market (Guerson et al., 2018; Myllyntausta et al., 2021). Furthermore,
extending employees’ working lives by facilitating their entry into and continued participation
in the labour market is considered one of the most effective ways to combat ageism and should
be incorporated into diversity policies (Nilsson, 2018), while ensuring that appropriate working
conditions are provided for this population.
Ageism is defined as prejudice on the grounds of age, manifested in social relations and in
institutions in general, and occurring at different levels ranging from stereotypes and discrim-
ination to violence against older people (Butler, 1969; Silva & França, 2015). Within institutions,

ageism may be enacted or mitigated through governmental and organisational policies, norms
and practices (Palmore, 1990). To address ageism in the workplace, the World Health Organiza-
tion (2021) recommends the implementation of policies and legislation tackling age-based preju-
dice, together with educational programmes aimed at fostering empathy and intergenerational
activities that help to reduce this form of discrimination.
In counterpoint to ageism, the principal domains identified in the literature as determinants
of employability at older ages include physical and mental health, job satisfaction, positive social-
isation, financial security, remuneration, organisational flexibility, professional recognition, and
the fiscal and legal framework.
Perceived employability may be defined as an individual’s capacity to obtain and retain
employment, and to progress in their career, on the basis of a set of skills and knowledge valued
by the labour market (Hillage & Pollard, 1998).
The employability of older workers is conditioned by a series of multilevel predictor varia-
bles spanning the individual, organisational and governmental dimensions (Finsel et al., 2023;
Riethmeister et al., 2016). Understanding these levels of influence is essential for the design of
public policies and organisational practices that encourage the retention of older employees in,
and their return to, the labour market (Vickerstaff & van der Horst, 2022).
At the individual (micro) level, perceived employability is strongly related to physical and
mental health, financial stability, and social and family support (Brouhier et al., 2021; van der
Horst & Vickerstaff, 2021). Studies show that adequate health is fundamental for workers to feel
capable of continuing to work, whilst financial considerations, such as the need to supplement
income, likewise encourage them to remain active (Pilipiec et al., 2022). Furthermore, investment
in lifelong education and a family support network afford these professionals greater security to
continue contributing to the labour market (Sundstrup et al., 2023; Wang & Shi, 2014).
At the organisational (meso) level, factors such as organisational culture, people-manage-
ment policies and opportunities for professional development play a significant role in the
retention of older workers (Froehlich et al., 2023). Organisations that provide inclusive working
environments, value the experience of older workers and offer opportunities for retraining or
professional updating are able to retain these workers for longer, thereby benefiting from their
skills and knowledge (Le Blanc et al., 2019). In addition, practices that promote flexibility at work
– through short-term or adaptable employment contracts – can facilitate work–life balance, thus
favouring continued employment (Bal & de Lange, 2015; Damman & Henkens, 2020).
Finally, at the governmental (macro) level, public policies that encourage the entry and reten-
tion of older workers are crucial to mitigating the impact of population ageing on the labour mar-
ket (Foster & Walker, 2015). In several countries, pension reforms have been introduced to raise
the retirement age, yet these measures are not always sufficient to guarantee the sustainability
of social security (Walwei & Deller, 2021). Furthermore, policies promoting entrepreneurship
among older workers and continuing training programmes, particularly with regard to work-
ers’ upskilling, should be encouraged as strategies for fostering employability across the lifespan
(França & Soares, 2009; Tan et al., 2022).
Of particular relevance to this topic, social protection systems shield individuals from social
risks such as illness, unemployment, disability, family responsibilities, old age and death (Gou-
lart & Camacho, 2014). Historically, the Portuguese social security system was fragmented into
welfare funds (Caixas de Previdência) and autonomous schemes for civil servants, and was

partially unified in 2006. It is financed through contributions levied on gross salary, borne by
the employer (23.75%) and the worker (11%) (Silva, 2024).
Access to the old-age pension, a core element of retirement, requires a minimum contribu-
tory period of 15 years. Workers who do not meet this requirement may access the social old-age
pension (Centro Nacional de Pensões, 2026). In 2026, the statutory retirement age is 66 years and
9 months (Ordinance No. 358/2024). Early retirement is nonetheless possible from the age of 60,
provided that the contributory career is equal to or greater than 40 years and that contributions
began before the age of 20. The long-term unemployed may access the pension from the age of 57.
When claimed before the statutory age, the old-age pension is subject to a reduction determined
by the sustainability factor and the number of months by which it is brought forward (Centro
Nacional de Pensões, 2026).
The relationship between the final salary and the old-age pension depends on the individual
circumstances of the worker’s contributory career. One indicator of the relationship between the
value of the final salary and that of the old-age pension is the replacement ratio. The Portuguese
system, characterised by a replacement ratio of 68% in 2025 (provisional Eurostat data, 2026),
imposes a 32% loss of income at the point of retirement. This financial scenario, combined with
the legal possibility of combining a pension with paid work, renders employability an economic
necessity for many workers. Combining the old-age pension with income from work is permit-
ted, provided that retirement did not result from absolute incapacity. Pensioners remain obliged
to make social security contributions, which entitle them to an automatic pension increment,
calculated annually on the basis of the new contributions (Centro Nacional de Pensões, 2026).
In short, the perception of employability is consistent with the inclusion of older workers in a
multilevel analysis: micro, meso and macro (Bélanger et al., 2016; Contage & França, 2024; França
& Soares, 2009). Accordingly, this study aimed to investigate the predictors of employability from
a multilevel perspective, considering the individual (micro), organisational (meso) and govern-
mental (macro) dimensions, with a focus on Portuguese workers aged 50 and over.
Method
This research forms part of a cross-cultural project (Brazil, Colombia, Portugal and Spain)
analysing the predictors of workers’ decisions regarding continued employment or retirement.
To this end, a multilevel qualitative approach (micro, meso and macro) was adopted. Data were
collected in 2022, and the inclusion criteria required participants to be aged 50 or over, to be in
employment and to be literate. This study included Portuguese participants only.
Participants
The sample comprised 539 Portuguese workers. In accordance with the inclusion criteria,
participants were aged 50 or over (Table 1). The mean age was 56.37 years (SD = 6.29 years), and
54% were women. With regard to marital status, the majority of participants reported being mar-
ried (70.3%). In addition, a large proportion reported schooling above the 6th year (49.2%). The
research was conducted in mainland Portugal, with the sample concentrated chiefly in the cen-
tral region (60.6%) and the northern region (17.6%). As for the type of organisation to which they

Data collection instrument
The data collection instrument contained one open-ended question specific to each level
(micro, meso and macro). The questions were structured in such a way that respondents had to
complete a sentence according to their own experience: “To continue working beyond the min-
imum retirement age, it is necessary that I […]” (micro – individual); “To remain in the labour
market for longer, it is necessary that organisations (institutions) […]” (meso – organisations); and
“To remain in the labour market for longer, it is necessary that the government (public and social
policies, legislation, etc.) […]” (macro – public policies). Responses were collected via a Google
Forms questionnaire, which also included sociodemographic questions concerning chronologi-
cal age, marital status, religion, household income, number of dependants and number of years
until retirement.
Data collection and ethical procedures
Data were collected through an online questionnaire administered on a freely accessible
platform. Before completing the questionnaire, participants were presented with the informed
consent form, in which they declared their agreement to take part. A convenience sample was
used, obtained through the collaboration of university students, who distributed the question-
naire to their parents and other family members.
The study received a favourable opinion from the Ethics Committee of the Health Sciences
Research Unit: Nursing (UICISA: E) of the Nursing School of Coimbra (ESEnfC).
Data analysis procedure
Questionnaires), developed by Pierre Ratinaud (Camargo & Justo, 2021; Lahlou, 2012), version 0.7,
was used to analyse the responses to the three open-ended questions in this multilevel study
(micro, meso and macro). Written in the Python programming language (www.python.org) and
licensed under the GNU GPL (v2), it is free, open-source software. Sociodemographic data were
analysed using the Statistical Package for the Social Sciences (SPSS), version 22.0.
A variety of analyses can be performed on a text corpus using IRaMuTeQ. A corpus is a col-
lection of texts relating to a research project (Trask, 1999/2004). In this study, the responses were
grouped into three corpora, according to the level to which they referred, namely the micro,
meso and macro levels.
Similarity analysis was used to make sense of the textual data in each corpus. This type of
analysis is grounded in graph theory and examines the occurrence of words in the text segments
within the corpus (Souza et al., 2018). The results are presented in a graph known as a ‘maxi-
mum tree’, which represents the connections between words and shows how these elements are
organised as a network (Veras et al., 2022). In this study, a minimum frequency of five occur-
rences per word was set as the inclusion criterion. This parameter is essential for effectively cap-
turing the relevant and most frequently cited terms in the research corpus and for enhancing the
readability and communicability of the graph (Camargo & Justo, 2021). Following analysis of the
textual corpus using IRaMuTeQ, the maximum tree graph was interpreted with reference to the

text segments in which the words appeared. This second stage of analysis concerns the process
of interpretation and inference, requiring the researcher to be analytical and reflexive.
Results
The following section presents the analysis, conducted using IRaMuTeQ, of the micro-, meso-
and macro-level predictors of the decision to retire, as reported by the 539 participating workers.
When invited to complete the statement “To continue working beyond the minimum retirement
age, it is necessary that I […]” (micro level – individual), the terms Health and Economic Condition
immediately stood out as predictors of continued employment (Graph 1).
GRAPH1.
Maximum tree of micro-level factors – analysis based on 539 individuals (id1 to id539)
It can be observed that the maximum tree (Graph 1) is organised around the core term
“health”, the node with the highest frequency (183 occurrences) and the greatest visual salience,
from which thick edges (the thickest line indicating the strongest relationship/co-occurrence)
extend towards “mental” and “physical”. The continuity of the edges between these three terms
configures a structuring lexical axis in which health emerges as an integrated condition, artic-
ulating physical and mental dimensions, as illustrated by statements projecting the need to “be
healthy” in order to maintain professional activity (id85: “I am healthy”), to “be in good health”
(id520: “I am in good health”) and to “feel in good health” (id292: “I feel in good health”).

Within the axis associated with well-being and motivation (orange community), “health”
connects to “well”, “feel”, “capable”, “continue”, “motivation” and “want”, as well as to elements
such as “remuneration”, “salary”, “retirement” and “working hours”, configuring a field in which
remaining in work is conditional upon feeling well, capable and motivated. The concordances
reinforce this meaning by combining feeling well and continuity, as in “continue to be capable,
healthy, creative and a learner” (id354) and “I feel well physically and mentally” (id340), whilst
the emergence of “salary” and “remuneration” within this same group suggests an association
between perceived well-being and satisfactory material conditions (id116: “I am healthy and
remunerated above the average”).
In the green community, “physical” (57 occurrences) and “mental” (41 occurrences) stand out
in co-occurrence with “conditions”, “capacity”, “psychological” and “stable”, forming an axis in
which overall fitness for work depends on simultaneously having both body and mind in good
condition. The statements are illustrative in expressing the wish to “be in full possession of my
mental faculties and in the physical condition to do so” (id440), to “have the physical and mental
capacity for it” (id244) and to “be in good health, both physical and mental” (id475), demonstrat-
ing that the decision to remain in, or withdraw from, working life is anchored in the perception
of full functional capacity.
In the blue community, the financial axis organises the terms “need” (29 occurrences),
“money” (26 occurrences), “financial”, “necessity”, “much”, “difficulties”, “project”, “like” and
“find”, marking the presence of intense economic needs as a weighty factor in continued employ-
ment, but also the possibility of engaging in highly satisfying activities that in themselves provide
an incentive to continue. The concordances reveal direct requests and formulations of material
dependence, such as “I need money” (id106), “I need an income higher than the value of the pen-
sion at that time” (id456) and “I really need the money I shall lose when I retire” (id446), indicat-
ing that remaining in work is frequently justified by current or anticipated financial constraints.
In summary, the micro-level configuration reveals “health” as the pivot articulating three
interconnected fields: the subjective well-being and motivation required to continue working;
physical and mental capacity taken as an objective performance requirement; and the financial
needs that press for continued employment. The strong (co-)occurrence along the “health–men-
tal–physical” axis, combined with statements linking feeling well, being fit and needing money,
suggests that participants conceive of continued employment as the outcome of a combination of
preserved, integrated health and the management of material demands (id305: “assess whether I
have adequate physical and mental conditions to perform work activities, always seeking to take
care of my health and well-being”).
With regard to the responses to “To remain in the labour market for longer, it is necessary that
organisations (institutions) […]” (meso level – organisations), the structure of the lexical communi-
ties reveals a set of expectations directed at employers, simultaneously involving respect, appre-
ciation of experience, adequate working conditions, organisational flexibility and people-man-
agement policies that favour the retention of older workers (Graph 2).

GRAPH2
Maximum tree of meso-level factors – analysis based on 539 individuals (id1 to id539)
In the light-blue community, “worker” (52 occurrences) occupies the centre, connected to
“respect”, “needs”, “age”, “retirement” and “continue”. The (co-)occurrences construct the figure
of the worker as a subject whose rights, voice and specific characteristics (including age) must be
taken into account; excerpts such as (id296: “respect their workers and listen to us”) and (id306:
“allow longer-serving workers to have more flexible hours”) support the reading of a community
that demands respect, a voice, and dignified continuity in employment.
In the red community, the core term is “value”, linked to “worker”, “experience”, “profes-
sional”, “older” and “younger”, forming a web in which valuing entails recognising diverse con-
tributions and trajectories, frequently associated also with improved conditions and reduced
working hours. Examples such as (id85: “value the work”) and (id44: “value workers and reduce
the working day”) illustrate this articulation between symbolic recognition and concrete changes
in the organisation of work. Within this axis, statements such as (id139: “make working hours
more flexible and create senior positions, for example as mentors to younger workers”) and
(id132: “value older workers and have them train the younger ones”) demonstrate that valuing
also entails the creation of roles for senior staff, the intergenerational transmission of knowledge
and the integration of older workers as strategic resources in the training of younger colleagues,
reinforcing the centrality of respect and accumulated experience.
In the light-green community, the central terms are “hours” (45 occurrences), “flexible” and
“give”, linked to “freedom”, “opportunities” and verbs such as “allow” and “reduce”. The occur-
rences reveal requests for organisations to grant flexibility in working hours and greater auton-
omy, as evidenced in contexts such as (id306: “allow longer-serving workers to have more flexi-
ble hours and more freedom within their role”) and (id520: “give workers more value by paying

them what they deserve”), indicating an axis focused on the granting of temporal flexibility and
better conditions for carrying out work.
In the blue community, “pay”, “better”, “well” and “much” stand out in direct (co-)occur-
rence with salary and people, forming a semantic core in which improved pay is regarded as the
immediate response to dissatisfaction. The statements combine the verb “to pay” with adverbs
of intensity and quality, as in (id244: “pay people better”), constructing a community centred on
the objective demand for fairer remuneration.
In the pink community, the central terms “conditions” (46 occurrences) and “salary” are
articulated with “good”, “better”, “offer”, “benefits”, “workload” and verbs such as “increase”,
configuring a block in which adequate working conditions explicitly encompass a decent sal-
ary, a lighter workload and incentives. Co-occurrences such as (id344: “provide the necessary
conditions”) and (id499: “an increase in salary and pension and fewer working hours”) point to
an interpretation of an integrated claim for material and organisational improvements at work.
In the yellow community, “accept”, “people”, “recognise”, “remunerate” and verbs denoting
change predominate, in frequent (co-)occurrence with references to age and to organisations,
indicating requests for companies to accept and value older people as legitimate workers. Sen-
tences such as (id195: “accept people of more advanced ages as workers”) and (id364: “value peo-
ple rather than numbers”) reveal a community oriented towards age inclusion, human recog-
nition and the adjustment of organisational and remuneration practices. This community also
encompasses those who responded that organisations can do nothing to keep them in the labour
market.
In summary, the meso level demonstrates that continued employment after retirement is
conditioned by organisations’ capacity to combine recognition and symbolic appreciation with
concrete changes in the management of work: respect for age-related specificities, the creation
of senior roles, flexible working hours, improved conditions and remuneration, and inclusive
human resource policies. In response to the question of what organisations can do, the graph
indicates that it is not merely a matter of preserving jobs, but of producing institutional contexts
that recognise accumulated experience and offer real conditions so that continuing to work is a
possible, dignified and sustainable choice.
Continuing the questionnaire, in response to the statement “To remain in the labour market
for longer, it is necessary that the government […] (public and social policies, legislation, etc.)” (macro
level – public policies), the communities identified articulate demands directed at the State for
wage, social security, fiscal and regulatory policies that render remaining in work more attrac-
tive, less unequal and compatible with a long working life, reducing uncertainty and ensuring
working conditions suited to older people (Graph 3).

Maximum tree of macro-level factors – analysis based on 539 individuals (id1 to id539)
In the orange community, “salary” (66 occurrences) and “increase” (54) stand out, articu-
lated with elements such as “minimum”, “life” and “professional”, revealing a block in which the
verb “to increase” bears directly upon salary as a catalyst for the continuity of professional life.
The (co-)occurrences show explicit requests for wage rises, such as (id500: “increase the salary”),
(id241: “increase the salary”) and (id285: “raise the minimum wage”), indicating a community
whose central meaning is the demand for significant and sustained wage increases.
In the yellow community, the central terms “retirement” and “age” are organised along-
side terms such as “government”, “flexibility” and “allow”, composing a network in which the
adjustment of the retirement age and pension value appears linked to the possibility of con-
tinuing or ceasing work under fair conditions. Responses such as (id520: “lower the retirement
age and increase salaries”), (id504: “allow people to receive both a pension and a salary”) and
(id29: “change the laws and lower the retirement age”) indicate a community demanding a revi-
sion of the retirement age and pensions compatible with a dignified old age. Here, terms such as
“nothing”, “decision” and “government” appear connected, suggesting that the government can
do nothing to encourage these individuals to remain in the labour market, configuring an axis
whose meaning is discontent with government action on work, retirement and social protection.
In the pink community, “tax” is articulated with “reduce”, “lower”, “less” and expressions
relating to work, revealing a block of statements demanding relief from the tax burden on earned
income and on those who remain active. Examples such as (id412: “not force people to pay more
than 50% of their income in tax”), (id65: “apply less tax and provide other conditions”) and (id154:
“lower taxes on work”) support the interpretation of this community as a direct request for tax
reduction to make work – and continued employment – more viable.

In the blue community, the core term is “condition” (58 occurrences), strongly linked to “give”
(39), “improve”, “support”, “benefits” and “pay better”, forming a cluster in which employers and
the State are asked to provide and create better objective conditions for work and for remaining
in employment. This is evidenced by responses such as (id30: “improve working conditions”),
(id489: “improve working conditions, benefits and decent wages”) and (id406: “create attrac-
tive conditions and increase salaries”), defining a community centred on the active provision of
material, contractual and support-related conditions.
In the purple community, “worker” (32 occurrences) appears linked to “value”, “help”, “finan-
cially” and “older”, composing a network that positions the worker – particularly the older
worker and the self-employed – as a subject who should be recognised, supported and protected.
The occurrences include requests such as (id478: “give workers more support”), (id517: “give more
recognition to self-employed workers”) and (id178: “show more consideration for workers”), indi-
cating a community whose meaning is the concrete and symbolic valuing of the worker.
In the light-blue community, “create” (30 occurrences) is joined to “person”, “companies”,
“law”, “schedules”, “retirees” and “incentives”, composing a propositional field calling for new
institutional measures: the creation of attractive conditions, family-friendly schedules, sustain-
able plans and incentives to integrate older people. Occurrences such as (id503: “create sustaina-
ble plans for workers to unfreeze their careers and promote fair pay”) and (id44: “create a policy
of working hours compatible with personal life”) point to a community oriented towards the
construction of concrete mechanisms for inclusion and continuity in employment.
In the dark-green community, the central term “policy” (34 occurrences) connects to “social”,
“public”, “change”, “legislation”, “health”, “employment” and “market”, forming a network
demanding broad and coherent public policies that guarantee decent work, social protection
and essential services. Responses such as (id144: “have dignified policies for those who work”),
(id474: “develop more comprehensive social policies and create conditions for us to continue”)
and (id308: “adopt public and social policies that stimulate employability and decent work for
older workers”) reveal a community whose meaning is the demand for structural public policy
reform in favour of workers across the life course.
In summary, the macro level shows that remaining in the labour market after retirement is
perceived as dependent upon active government action in regulating work, defining wage and
social security policies, reducing the tax burden, creating incentives for the employability of
older people and guaranteeing comprehensive social protection.
Discussion
The need to ensure the quality of life and economic well-being of those reaching the official
retirement age is a concern for social services and social policy. Although the literature indicates
that remaining in work depends on both personal and contextual factors (Loureiro et al., 2022;
Zaccagni et al., 2024), specific challenges persist in Portugal, such as age stereotypes (Mário et
al., 2024).
Against this background, the results of this study clarify the perceptions of Portuguese work-
ers aged 50 and over regarding these motivations, categorised at the micro, meso and macro
levels.

Let us briefly review the conclusions arising from each of the three levels of analysis. At the
micro level, workers perceive “health” as the central aspect determining whether or not they
remain employable. Health articulates three fields: (1) the subjective well-being and motivation
required to continue working (that is, I feel well and I wish to continue working); (2) physical and
mental capacity taken as an objective performance requirement; and (3) the financial needs that
press for continued employment. In short, participants conceive of continued employment as the
outcome of a combination of preserved mental and physical health and material demands.
These data corroborate the current literature, namely Zaccagni et al. (2024), who, drawing
on data from the Copenhagen Aging and Midlife Biobank, concluded that the factors associated
with continuing to work are good self-rated health and good physical work capacity, together
with higher income. This reinforces the notion that health, work capacity and economic cir-
cumstances shape the possibility of extending working life. Health and economic income as
individual predictors are likewise highlighted among the principal individual predictors in
the research of Tur-Sinai et al. (2024), Gutiérrez et al. (2025) and Ćwirlej-Sozańska et al. (2021).
Subjective well-being and the motivation to continue working are also variables found in other
studies. The studies of Checcucci et al. (2021) and Hess et al. (2021) underline the importance of
social contact and participation as relevant to workers’ well-being and motivation to remain in
employment. Moreover, the fact that the labour market places less value on investment in older
workers strengthens the need for occupational health services to promote the self-regulation and
self-management of personal resources.
At the meso level, the evidence indicated that continued employment after retirement is
conditioned by organisations’ capacity to combine recognition and symbolic appreciation with
concrete changes in the management of work: respect for age-related specificities, the creation
of senior roles, flexible working hours, improved conditions and remuneration, and inclusive
human resource policies. In response to the question “What can organisations do?”, the data
indicate that it is not merely a matter of preserving jobs, but of producing institutional contexts
that recognise accumulated experience and offer real conditions so that continuing to work is a
possible, dignified and sustainable choice.
In this respect, Checcucci et al. (2021) refer to push, pull and jump factors (working conditions,
care responsibilities, early retirement incentives) as structural factors explaining the employa-
bility of older people. Bjuhr et al. (2022), in a qualitative study, underline the relevance of what
the authors term external resources (social benefits, daily routine within the company, addi-
tional income) as pertinent factors in the retention of older workers. Gutiérrez et al. (2025), in an
international study, identify flexible working conditions as key facilitators for balancing work
and leisure and for sustaining employment beyond the age of 65. In research with workers aged
55 and over, den Boer et al. (2021) demonstrate that job design adapted to the type of role is crucial
for senior employability. Nilsson and Nilsson (2021) identify organisational measures that sustain
an extended working life: the promotion of a good physical and mental environment, workload
management and recovery; financial and social security; relationships, inclusion and social sup-
port at work; and opportunities for skills development, creativity and intrinsic motivation.
Finally, at the macro level, it emerges that remaining in the labour market after retirement
is perceived as dependent upon active government action in regulating work, defining wage
and social security policies, reducing the tax burden, creating incentives for the employabil-
ity of older people and guaranteeing comprehensive social protection. These conclusions are

consistent with other studies, namely: Hess et al. (2021), who refer to financial and status/identity
motives that depend on legal options; Checcucci et al. (2021), in a study of the Italian population,
who point to structural factors explaining the employability of older people, such as territorial
characteristics (infrastructure, investment, the country’s economic context); and Gutiérrez et al.
(2025), who consider retirement planning and attitudes towards work to be determinants.
In summary, the results indicate that individual, organisational and governmental factors
play distinct yet complementary roles in the employability perceived by older workers (Figure 1).
However, each of these levels frequently does not act in isolation in favouring or hindering
the retention of older people in the labour market. The three levels are interrelated, in different
directions, although these relationships still require clarification in future research.
FIGURE1
Employability factors among Portuguese workers aged 50 and over
Accordingly, the principal practical contributions of this study lie in the identification of
specific aspects that affect the retention of older workers in employment, and in highlighting
the need for more effective public policies to mitigate the challenges faced by this population.
More specifically, we underline the implications of the results for policymakers, for organisa-
tions and human resource professionals, and for individuals. At the macro level, attention should
be devoted to the review of laws and public policies supporting older workers in remaining in the
labour market. At the meso level, we emphasise the importance of training companies’ human
resource staff in career development, retirement preparation and transition programmes, and in
combating ageism, as well as raising organisations’ awareness of the need to render their policies
more flexible with regard to older people (e.g. reduced hours, mentoring). Finally, at the micro
level, the literature has pointed to the relevance of workers benefiting from retirement prepara-
tion programmes that clarify their options and empower them (França et al., 2009), and of each
of us engaging, across the life course, in activities that promote greater health, activity and satis-
faction, such as taking physical exercise and remaining intellectually active.

Final considerations
The principal contributions of this study centre on the identification of specific aspects
affecting retention in employment and on the need for more effective health, organisational and
public policies to mitigate the challenges faced by the older working population.
The data from this research thus reinforce the notion that health, work capacity and eco-
nomic circumstances shape the possibility of extending working life, and are consistent with
international research in this field (Zaccagni et al., 2024).
The employability of older people in Portugal is a challenge presenting considerable oppor-
tunities, depending strongly on adaptability (on the part of workers, companies and national pol-
icies alike) and on valuing the experience of older people in a labour market that is increasingly
technological and, at the same time, increasingly aged. On the basis of the data, it may be stated
that improving employability requires improving workers’ mental and physical health, along-
side investment in continuing training, inclusion policies, worker recognition, flexible working
hours, and the promotion of protective wage and social policies.
This research presents certain limitations, such as its reliance on self-report data and the
restricted nature of the sample, composed predominantly of highly educated individuals, which
may limit the generalisability of the findings. Future studies, using focus groups with differ-
ent occupational categories, could explore comparisons in order to better understand contex-
tual differences and to assess the effectiveness of organisational policies and practices across
different socioeconomic settings. Longitudinal research could compare legislative changes and
incentives for the implementation of good organisational practices with an impact on improving
the employability of older workers. Beyond such studies, there is a need for ongoing dialogue
between workers, trade unions, research units, organisations and government representatives,
in order to ensure the monitoring, systematic evaluation and validation of strategies and action
plans relating to the employability of older workers.
