Abstract
This article analyses the agreements between the European Union and the United States on the use and transfer of passenger name records (PNR) to the United States Department of Homeland Security from the perspective of its compatibility with some principles governing the protection of personal data within the EU. In the framework of the prevention and fight against terrorism and other serious crime, the systematic processing of PNR data collected by airlines is highly controversial due to its elevated potential of intrusion into the right to protection of personal data. It was in the context of the transatlantic relationship that this tension between security and privacy was felt with particular intensity, leading to the conclusion of four agreements with the U.S. in less than a decade.
