From transformative to protective power: development cooperation and the legitimacy of european normative power

Abstract

The reconfiguration of European development cooperation is not merely a change in aid policy, but a diagnostic of a broader reorientation in European power: from a predominantly transformative orientation towards a more protective one, organised around the reduction of European vulnerability.
