dc.description.abstractThe nostalgia for a liberal rule-based international order ignores the fact that it was neither particularly liberal nor orderly for most of the world. The world has now returned to its normal state for most of history, namely, the absence of a world order. The signs of a disorderly world are all around us, but this should not make us lose heart.
