European strategic autonomy: technology, critical infrastructure and strategic dependencies

Abstract

The strategic importance of technologies, infrastructures, data and supply chains is increasing in the emerging international order. Taking as background the European goal to reduce strategic vulnerability, this article proposes a framework linking technological capability, strategic dependency, power asymmetry, strategic autonomy and international position.
