The Artic is increasingly a centre of strategic competition. The interplay among Canada, France, Portugal,
and Vietnam is fundamental to understanding the evolving maritime order across the Arctic, North
Atlantic, and Indo-Pacific. States will need to invest in strengthening partnerships to advance Arctic
dialogue, and counterbalance rising Russian and Chinese influence across the region.
