The primary challenge in crafting this book revolved around the intricate yet fundamental quest for housing dignity, particularly amidst the tumultuous and disorienting times experienced by citizens. Ensuring dignified and secure shelter stands as humanity’s paramount defense. Conversely, a book serves as a testament, encapsulating the realities individuals face. While biographies narrate individual journeys, technical and scientific literature unveils the collective knowledge of its authors. This modest work aims to ignite the spark of creativity within you, offering motivational insights. The decision to materialize this endeavor into a tangible book stemmed from a desire to practically advance housing conditions in certain regions worldwide and foster critical discourse on housing beyond mere abstract concepts. Within this schoolwork, we aim to assess the trajectory of public housing policies as the main focus. This represents a critical juncture marked by the aftermath of EU integration, comprehensive global statistical data availability, and the accumulation of legislative measures and their tangible outcomes. Hence, it becomes imperative to gauge the efficacy of economic agents—both public and private—through innovative technical frameworks capable of dynamically capturing policy evolution and reflecting its practical outcomes. The resultant processes underscore the pressing need for effective policy execution regarding contracting and financing stakeholders involved in the sector’s evolution.
