Humanitarian disarmament in a rearmament era

Abstract

Europe’s rearmament, while a rational response to Russian aggression, is eroding the humanitarian disarmament norms. By recasting previously settled prohibitions as negotiable constraints on national defence, the current security climate threatens civilian protection and weakens the rulesbased order on which Europe’s long-term security depends.
